In Islamabad, the Capital Development Authority (CDA) approves private housing schemes. Before you buy a plot, check whether the society has a CDA-approved layout plan and a No Objection Certificate (NOC). The CDA publishes lists of legal and illegal schemes on its website. Here is how to check, what the two approval stages mean and what to ask the developer.
How CDA Approval Works
The CDA says private housing schemes need two approvals, according to ARY News (6 May 2026) and Zameen (1 August 2023):
- Layout plan approval: The CDA gives technical approval to the scheme’s layout plan.
- NOC: The CDA issues a No Objection Certificate after the developer meets all the requirements.
Only after the NOC can the developer start development and sell plots. The CDA says advertising or marketing a project without a proper NOC is illegal and unauthorised. ARY says the CDA cites the CDA Ordinance 1960, the ICT (Zoning) Regulations 1992 and revised rules for private housing schemes.
Step 1: Check the CDA’s Lists
The CDA publishes two lists on its official website. The Zameen report gives these pages:
- Approved societies: cda.gov.pk/housing/HousingSchemes
- Unapproved schemes: cda.gov.pk/housing/unauthorised_schemes.asp
These addresses come from a 2023 report, and the CDA may have changed its site since then. Type the CDA’s web address yourself, and use the site’s own menus if these pages have moved. Do not follow links from ads or messages.
ARY News (6 May 2026) says the CDA’s list then named 98 illegal housing and agro-farming schemes, with names and locations such as Lehtrar Road and Simly Dam Road. The CDA says these schemes have no NOC and approval and no legal standing in Islamabad. The list may have changed since May, so check the current version.
Step 2: Read the Result Carefully
- On the approved list: Ask the developer for the layout plan approval, the NOC number and date, and the approved plot count.
- On the illegal list: Do not buy. The CDA says such schemes have no legal standing.
- On neither list: Ask the CDA directly and get its answer in writing before you pay.
The same name can be used by more than one scheme. Check the exact location and the developer, not just the name.
Step 3: Ask the Developer for Documents
- The CDA-approved layout plan.
- The CDA NOC with its number and date.
- Proof of land ownership.
- The plot’s file or allotment letter and transfer papers.
I could not find an official CDA checklist for buyers. These are common checks, and the CDA can tell you what applies.
Zone IV and Agro-Farming Schemes
Zameen reports that agro-farming and residential schemes are allowed in Zone IV under the ICT (Zoning) Regulation 1992, amended in 2010, but only after the required formalities. A scheme in Zone IV is not automatically legal, so check it like any other.
New CDA Database
ProPakistani (18 July 2025) reported that the CDA is building a digital database of housing and cooperative societies. It is meant to hold layout plans, NOCs, zone classes and the number of plots approved and sold. It would pay special attention to societies that sell more plot files than the land they hold. The report says it was expected to go live “in the coming months” and does not give a date. I could not confirm that it is live, so use the CDA’s lists for now.
Red Flags
- The developer says “NOC is in process” but already sells plots.
- Ads show a CDA logo or “approved” with no NOC number.
- The society is on the CDA’s illegal list.
- You are asked to pay in cash only or to hurry.
- The developer will not show the layout plan or NOC.
Recent CDA Action
ProPakistani headlines from 2026 say the CDA has sealed offices of illegal housing societies and ordered some to stop development. I could not open those reports, so I cannot give details. Check the CDA’s notices for the latest actions.
If You Already Bought in an Unapproved Society
I could not find official CDA guidance for existing buyers. Keep all your payment receipts and documents, and ask the CDA and a lawyer about your options.

What I Could Not Confirm
- That the 2023 CDA web addresses still work.
- The latest number of illegal schemes, since the figure is from May 2026.
- Whether the new CDA database is live.
- An official buyer checklist or complaint number.
