Before you buy a plot in a housing society in Punjab, check that the right authority has approved it. In Lahore that is the Lahore Development Authority (LDA). Other areas have their own bodies, such as the Rawalpindi Development Authority (RDA) and the Ravi Urban Development Authority (RUDA). Do not rely on the developer’s brochure, ads or word of mouth. Here is how to check, what the approval stages mean and what red flags to watch for.
Why It Matters
Dawn (1 June 2025) reported that the Punjab Chief Minister was briefed that the province has 7,905 housing societies. Of these, 2,687 are approved, and 5,118 are illegal or still under approval. The report says the government ordered a committee to look at regularising illegal schemes, so rules may change. Buying in an unapproved scheme can leave you with a plot that cannot be registered or developed.
Step 1: Find Out Which Authority Covers the Society
The authority depends on where the land is.
- Lahore: LDA.
- Rawalpindi: RDA, according to a RDA warning reported by ProPakistani in 2024.
- Ravi Urban Development Authority area: RUDA.
- Other cities: The local development authority or Tehsil Municipal Administration (TMA). Ask the district administration which body applies.
Step 2: Check the Authority’s Official List
Lahore (LDA)
ARY News (2 August 2024) says to open the LDA’s official website, find the list of illegal housing societies and enter the society’s name to see its status. The article does not give the web address, so find the site through the authority’s official channels. It says LDA updates the list from time to time, so older information may be out of date. An LDA advertisement from 2016, reported by Zameen, says buyers can also visit the LDA office in Johar Town, which has a counter at its one-window cell.
Ravi Urban Development Authority (RUDA)
RUDA’s website has a “Private Housing Schemes/LSDs Status” section. It has four lists:
- Provisional Planning Permission (PPP): The first approval stage.
- Technical Approval: For schemes whose land subdivisions have technical approval.
- Final Sanction: Schemes or subdivisions that have received final sanction.
- Illegal Housing Schemes: Schemes the page describes as operating illegally within RUDA’s area.
Open the category you want and click “View.” RUDA’s customer service line is 042-111-11 (RUDA) 7832, and its email is customerservices@ruda.gov.pk. Use RUDA’s own website and type the address yourself.
Other Areas
I could not find an official list for other Punjab authorities. Contact the relevant authority and ask for the society’s approval status in writing.
Step 3: Check the Approval Stage
Provisional permission is not the same as final sanction. Ask which stage the society has reached, and ask the developer for the approval documents. Do not rely only on a society being “under approval.”
LDA’s 2016 notice, reported by Zameen, says:
- Developers cannot launch or develop a project without prior LDA approval.
- Developers cannot market a project without an LDA No Objection Certificate (NOC).
- Only LDA can issue the NOC, and TMA approvals obtained after 19 September 2016 have no legal status.
This notice is old and may have changed. Confirm the current rule with LDA.
Step 4: Ask the Developer for Documents
- The approval letter or NOC from the right authority, with its date and number.
- The approved layout plan, which you can compare with what the authority holds.
- Proof that the developer owns the land.
- Your own plot’s file number and the documents for its transfer.
I could not find an official checklist for these. They are common-sense checks, and the authority can say what applies to your case.
New Government Systems
- APP (28 October 2025) reported that Punjab is introducing a Housing Society Management System, developed by the Punjab Land Record Authority (PLRA), for online approvals. The report does not say the public can check schemes on it.
- Dawn (16 April 2026) reported that all private schemes will have to issue a “green certificate” through the PLRA system, and developers were given one month to move. This is described as a plan from a meeting, and the Real Estate Regulatory Act is proposed. I could not confirm that the system is live.
Ask whether a society has this certificate. Do not treat it as a rule until the authorities confirm it.
Red Flags
- The developer will not show approval documents or says “approval is on the way.”
- Plots are sold on cash only, or with pressure to pay quickly.
- The society is on the illegal list or is not on any list.
- The approval is from an old TMA, or the paper is unclear.
- Ads claim “LDA approved” with no NOC number.
Report an Illegal Scheme
Tell the authority that covers the area. I could not find a single public complaint number for Punjab, so use the contact details on the authority’s website. If you believe you were cheated, you can also contact the police or the National Accountability Bureau, which Dawn says pursues fraud cases.
What I Could Not Confirm
- An official list for authorities other than LDA and RUDA.
- The current LDA list address and its latest update, since ARY’s guide is from 2024.
- Whether the PLRA system lets the public check societies.
- A single government helpline for complaints.
