To get a passport for a child under 18 in Pakistan, a parent or legal guardian must take the child to a Regional Passport Office with the child’s B-Form (or other proof), both parents’ CNICs and the other required papers. Children under 15 get a five-year passport only. This guide uses the Directorate General of Immigration and Passports (DGI&P) requirements page and other reports. Check fees before you go, since the sources I found do not agree.
Documents for the Child
- Under 10 years: The original Child Registration Certificate (CRC, also called Form B) or a Family Registration Certificate (FRC), with one photocopy.
- 10 years and above: An original updated CRC showing fingerprints and a photograph, or a Juvenile Card, with one photocopy.
- Dual nationals: The original foreign passport with a photocopy.
- If a passport was lost: A police report that lists the previous passport number.
If you do not have a B-Form yet, see our guide on how to apply for a Child Registration Certificate. The DGI&P FAQ says an online application can use a Child NICOP, Form-B, CRC or FRC if the child has no CNIC or NICOP.
Documents for the Parents
- The original valid CNICs or passports of both parents, with photocopies.
- If a parent has died, the original death certificate with a photocopy.
- If the parents are separated or divorced, the court custody papers. Otherwise the other parent must come in person or give consent on attested non-judicial stamp paper.
Who Must Come With the Child?
A parent or a court-appointed legal guardian must accompany the child. A guardian needs a court-issued guardianship certificate and their original CNIC with a photocopy. The DGI&P may ask for more documents if there is any doubt about nationality or details.
How to Apply
- Go to a Regional Passport Office, or a Pakistan mission abroad, with the child and your documents.
- Have the photo taken and take a token with a QR code.
- Complete biometrics (fingerprints).
- Your data is entered and checked against office records.
- An Assistant Director interviews you and makes the decision.
- Pay the fee using the QR code.
- Collect the passport.
Give a valid mobile number or email, so you get status updates by SMS from 9988. The DGI&P FAQ also mentions an online application through its e-Services Portal, paid by credit or debit card. The pages I read do not explain the online steps for minors. A Daily Pakistan report (7 May 2026) says the government plans to let citizens apply from home, with NADRA expected to help, but gives no launch date.
Validity and Processing Time
- Validity: Five or ten years. Children under 15 receive only a five-year passport, according to the DGI&P.
- Urgent: 5 working days after successful processing.
- Normal: 21 working days after successful processing.
- Courier time for remote areas and missions abroad is extra.
Fees
The DGI&P requirements page lists these e-Passport fees for a 36-page passport:
| Validity | Normal | Urgent |
|---|---|---|
| 5 years | Rs9,000 | Rs15,000 |
| 10 years | Rs13,500 | Rs22,500 |
Neither DGI&P page I read gives a separate fee for minors. For a child under 15, the five-year fee applies, since no ten-year passport is issued.
Other reports give lower amounts. ARY News (23 October 2025) lists Rs4,500 normal and Rs7,500 urgent for a 36-page, five-year passport. Daily Pakistan (7 May 2026) lists Rs5,500 normal and Rs8,500 urgent. The DGI&P page and the FAQ show no update date, so I could not tell which fee is current. Confirm the fee at your passport office or on the helpline before you pay.
Applying From Abroad
The Consulate General in Toronto lists its own rules for minors, which may not apply in other countries. It needs an updated original CRC or FRC, a birth certificate with both parents’ names, both parents’ CNICs or passports, and proof of status in Canada. Fees there are in Canadian dollars and are paid by debit card only. Minors aged 10 and above must show a juvenile card, NICOP or CRC with a photo and fingerprints. If one parent cannot attend, they must give a notarised consent letter. Check your own mission’s page and book an appointment. Our consulate appointment guide may help.
Common Reasons for Delay
- An old B-Form that does not show the child’s photo and fingerprints. The Toronto consulate says an updated CRC is needed, and an older one is not accepted.
- Missing consent from the other parent in separation cases.
- Names or CNIC numbers that do not match across documents.
- Not bringing both parents’ original documents.
Stay Safe From Scams
- Use only official passport offices, missions and the DGI&P website.
- Do not pay agents to “speed up” your application.
- The DGI&P helpline is 051-111-344-777.
What I Could Not Confirm
- The current fee, since sources differ.
- The steps for an online application for a minor.
- Whether the DGI&P requirements page has changed recently. It shows no date.
